DFARS 252.237-7023, published in part in response to the 2009 H1N1 pandemic, governs the delivery of essential services by contractors who support mission-critical functions. According to the clause, mission-critical functions include «organizational activities that must be performed in all circumstances to perform the tasks or responsibilities of DoD components,» without the performance of which the DoD`s ability to provide vital services or exercise authority, direction and control. These functions do not normally include all services provided under a contract, but only those that are specifically designated as essential in the contract.
