Mission Essential Definition Military

DFARS 252.237-7023, published in part in response to the 2009 H1N1 pandemic, governs the delivery of essential services by contractors who support mission-critical functions. According to the clause, mission-critical functions include «organizational activities that must be performed in all circumstances to perform the tasks or responsibilities of DoD components,» without the performance of which the DoD`s ability to provide vital services or exercise authority, direction and control. These functions do not normally include all services provided under a contract, but only those that are specifically designated as essential in the contract. [1] Common examples include support services for vital systems, such as Vessels leased, owned or operated in support of military missions, related base and facility support activities, and similar services provided to foreign military distributors under the Security Assistance Program. In 2012, the Mission Essential contract was amended to reflect changes in budgets for Afghan military efforts. Before a small window of opportunity, the company deployed a 50-person transition team to visit 7,000 employees in locations far from the war zone and explain the nature of the face-to-face transition: 99.7% of employees remained on board. [18] Defence contractors would do well to review their contracts and the plans they have in place to determine which services are considered essential in their contracts and review their operations to ensure that they can provide all essential services as required. If a contractor is instructed to activate its mission critical services plan, it should also ensure that any subcontractor providing essential services is also instructed to activate its essential services plan. The MP replied that government regulations require a sometimes «cumbersome process that requires signatures from MEP officials and military points of contact», and without this, the salary cannot be paid. The MEP also noted that the payroll issue had been successfully identified and resolved before Foley published his paper. If a contractor anticipates that it will not be able to provide the essential services specified in its plan, it is required to «notify the contract agent or other designated representative as soon as practicable and use its best efforts to cooperate with the government in the government`s efforts to maintain business continuity.» [5] Contractors may also be required to provide training or other assistance to government staff or other contractors to ensure they can provide essential services if they are unable to do so. This could result in a deductive change or partial termination of the contract. (2) If the contractor expects that it will not be able to provide any of its essential services to the contractor in accordance with clause (b) of this section during a crisis situation, the contractor shall notify the contractor or another designated representative as soon as possible and shall make every effort to cooperate with the government in the government`s efforts to ensure business continuity.

In August 2010, the U.S. Army named Mission Essential as the winner of a five-year open-ended supply contract with an unspecified amount of intelligence support services capped at $492 million. [6] In September 2010, Mission Essential secured a spot in the multi-million dollar contract vehicle Intelligence Support Services – Afghanistan (ISS-A), which conducts MULTI-INT operations in support of CENTCOM. [7] The company received three contracts for MULTI-INT operational support on the A-ISS in March 2012 and September 2013.
